CESAR ROSALES

César Rosales is an international consultant and researcher in the field of technology, democracy, and human rights. In a consultant capacity, he currently coordinates the fAIr LAC initiative at the innovation laboratory of the Inter-American Development Bank, IDB Lab, where he supports organizations in their responsible AI transformation. He is also leading an expert report on algorithmic discrimination in hiring within the FINDHR project funded by the EU and led by Pompeu Fabra University in Spain. César is also a member of the Scientific Council of the Israeli Association for Ethics in Artificial Intelligence. In the past he has served as regional coordinator of two offices of the Mission to Support the Peace Process in Colombia from the Organization of American States (OAS), and as political and strategic analyst at the OAS in its headquarters in Washington DC. He is a PhD candidate in Law at Pompeu Fabra University and holds an MA degree from the School of Foreign Service at Georgetown University and a BA in international relations from Tecnológico de Monterrey.
